Kessler was in Azerbaijan to attend 3rd session of the Assembly of Parties of the International Anti- Corruption Academy (IACA).
Last year Azerbaijan ranked 127 among 177 countries.
Among the country's neighbors, Armenia remained at 94, while Georgia made considerable progress moving from 56 to 50 place. In contrast, Azerbaijan's closest ally Turkey regressed from 56 to 64 place.
